Job Title: Sr. Energy Efficiency Program Management Consultant 

Location: Portland, Oregon 

Job Type: Full-Time 

Work from home part-time (must reside in Oregon or Washington state)

Travel: 10% travel to client sites

Key Details

  • Pay: $125,000-$150,000 annually, depending on experience, with opportunities for advancement.

The ideal candidate will bring deep expertise in program design and implementation within the energy sector and strong project management, change management, and stakeholder engagement skills.

We collaborate with clients across sectors, particularly in energy efficiency, clean energy, government, and public services, to co-create tailored solutions that address climate goals, decarbonization, and energy equity.

Role Overview

As an Energy Efficiency Program Consultant, you will lead or support projects focused on designing, launching, and optimizing energy efficiency programs for utilities, government agencies, and nonprofits. You will help our clients align their clean energy initiatives with strategic goals, community needs, and regulatory mandates, ensuring accessible, effective, and scalable programs. This role involves a blend of program strategy, stakeholder engagement, change management, and performance evaluation.

Key Responsibilities

Energy Efficiency Program Design & Implementation

  • Design and support the implementation of residential, commercial, and/or industrial energy efficiency programs aligned with client objectives and regulatory frameworks
  • Conduct market research and stakeholder engagement to inform program design, ensuring responsiveness to equity, customer needs, and decarbonization goals.
  • Develop program logic models, implementation plans, participation strategies, and performance indicators
  • Identify opportunities for continuous improvement, innovation, and equitable access in program delivery.

Change Management

  • Support organizations in transitioning to new program models or strategies
  • Develop and lead change management efforts, including communication strategies, training programs, and stakeholder buy-in.
  • Advise on internal capacity building for clean energy transformation.

Project Management

  • Manage or support projects through planning, execution, and evaluation phases
  • Develop and maintain detailed work plans, timelines, and budgets; track performance against deliverables
  • Collaborate with technical, outreach, and evaluation partners to ensure seamless coordination
  • Identify risks and implement proactive mitigation strategies.

Client Engagement

  • Cultivate trusted advisor relationships with clients in utilities, public agencies, and community organizations
  • Translate complex energy data and policy contexts into actionable strategies and communications
  • Facilitate workshops, trainings, and stakeholder sessions that prioritize inclusivity and co-creation
  • Provide strategic recommendations based on regulatory knowledge, energy industry trends, and best practices in program design.

Qualifications

  • Proven experience in energy efficiency, clean energy, or climate-focused program consulting
  • Familiarity with utility-funded energy programs, public agency initiatives, or demand-side management strategies
  • Experience with program logic models, implementation planning, or evaluation metrics
  • Project management experience (PMP or similar certification preferred)
  • Demonstrated expertise in change management and stakeholder engagement
  • Strong analytical, facilitation, and communication skills
  • Commitment to racial equity and experience embedding equity into program or organizational strategies
  • Bachelor's degree in environmental science, public policy, engineering, business, or related field (Master’s degree a plus)
  • Experience working in or with regulated utilities, state/local governments, or energy service providers is highly desirable
